Japan Expands Anonymous Crime Reporting System to Include Illegal Gambling Operators
Japan's National Police Agency is broadening its anonymous crime reporting system from October 1 to encompass tips related to illegal gambling websites, as part of enhanced efforts to combat online gambling. Additionally, the maximum reward for anonymous crime reports is being increased to JPY 1 million (approximately US$6,783), up from the previous limit of JPY 100,000.
Established in 2007, the anonymous crime reporting system initially focused on specific types of crimes. It allows the public to file reports via a dedicated website and telephone hotline. In 2022, the system received over 27,000 reports, leading to enforcement actions and arrests in 45 cases. A total of JPY 530,000 was paid out in 11 cases where informants could be contacted by the police.
The system's original focus included gathering information related to human trafficking and child prostitution, and it later expanded to encompass child abuse, gang-related crimes, drug and firearm cases, as well as phone scams.
Starting in October, the system will also cover the operation of "anonymous and mobile crime groups." These groups are described by Japanese authorities as entities that repeatedly form and disperse through loose social media connections.
Japan is currently in the process of obtaining government approval for its first land-based casino project, located in Osaka. The final approval for the scheme may come as early as this month, according to Bill Hornbuckle, CEO and President of MGM Resorts International, one of the project's stakeholders. The Osaka authorities aim to open an integrated resort with a casino in partnership with MGM Resorts and Japan's Orix Corp in autumn 2030, with MGM Resorts estimating the project's value at approximately "US$10 billion.
